これは凄いことですよ。 ワシントン・ポストが記事にしたってことは・・・。世界の世論はドンドン日本の拉致監禁・宗教迫害を取り上げて来てます。。。これで後藤徹さんの裁判での判決が、被告側の主張するように『拉致監禁はなかった』・・なんて言う判決を下したら・・・?

The U.S. Commission on International Religious Freedom has issued a report highlighting those it calls the worst violators of religious freedom in the world. 

米国「国際信教の自由委員会」が、「世界の中で最悪の宗教の自由の違反している者」たちと題して、それらをハイライトしている報告を発表した。

Among them are many Asian and Middle Eastern governments, although some Western European countries are also included.

ある西欧諸国も含まれてはいるが、アジアや中東の政府が、多くの含まれている。

The report from the bipartisan advisory body divides violators into three categories. Fifteen “tier 1″ nations, marked red on the above map, have committed “particularly severe” violations that are “systemic, ongoing and egregious.” That includes all the countries you’d expect, as well as a few worsening problem areas, such as Egypt and Nigeria. The “tier 2″ countries are said to be “on the threshold” of meeting tier 1 status and include states that might have serious problems but, often, are at least making an effort to address them. A small third category of nations under “monitoring” for violations includes, among other states, some in Western Europe.

The report isn’t just about documenting abuses: The tier 1 countries can be officially designated as “countries of particular concern” by the U.S. State Department, at which point the president is legally required to follow up with some sort of action, recommended by the report. It might suggest, for example, engaging with Burmese civil society groups to promote tolerance or working with Pakistani lawmakers to improve legislation.

As the report itself notes, though, “in practice, the flexibility provided in IRFA has been underutilized. Generally, no new Presidential actions pursuant to CPC designations have been levied, with the State Department instead relying on pre-existing sanctions.” In other words, the red countries are usually already under some kind of trade restriction or sanction, which the president can use to say that he’s already meeting the commission’s requirements. In some cases, the president uses a waiver to avoid punishing countries that are important to U.S. foreign policy, such as Saudi Arabia and Uzbekistan.

The tier 1 countries are typically cited for state-sponsored or state-enforced religious discrimination, such as China’s suppression of Tibetan Buddhists or Iran’s “prolonged detention, torture, and executions  based primarily or entirely upon the religion of the accuse.” In the case of some countries, such as Egypt, the sins were those of omission: “In many cases, the government failed or was slow to protect religious minorities from violence. This violence and the failure to convict those responsible continued to foster a climate of mpunity.”

The report explains, in excruciating detail, the larger trends and worst incidents that motivated its categorizations. In Burma, for example, it finds,  “In the past year, over 1,000 Rohingya [Muslims] have been killed, their villages and religious structures destroyed, and women raped during attacks.” It also notes: “It is almost impossible for Muslims to obtain building permits for either mosques or schools and unlicensed venues are regularly closed or destroyed. The government has, in recent years, ordered the destructions of mosques, religious centers, and schools.”

Tier 2 countries are cited for less systemic but still serious violations, or for systemic refusals to improve religious freedoms. Russia, for example, is cited for exploiting “anti-extremism” laws to restrict groups, such as Jehovah’s Witness and some Muslim groups, that do not have any record of advocating or using violence. The report praises India for curtailing large-scale communal violence against religious minorities, but chides Indian officials for refusing to further investigate past incidents.

The third category of countries being “monitored” also lists, somewhat vaguely, “Western Europe.” The section explaining its inclusion, though, overwhelmingly focuses on three countries: France, Belgium and the Netherlands, all of which are cited for “increasing restrictions on, and efforts to restrict, various forms of religious expression.” In practice, this often seems to mean the religious expression of Muslims. Laws against traditional Muslim clothing or circumcision, for example, or over-broad hate speech laws are “creating a growing atmosphere of intimidation against certain forms of religious activity in Western Europe. These restrictions also seriously limit social integration and educational and employment opportunities for the individuals affected.”

 The report also discusses a trend in Japan it calls “kidnapping and forced religious de-conversion.” Although Japan is not included in any of the watch-list categories, and this section praises the Japanese government in general for its religious freedom, the trend is about as alarming as its name implies:

Over the past several decades, thousands of individuals belonging to the Unification Church, the Jehovah’s Witnesses, and other new religious movements (NRMs) have been kidnapped by their families in an effort to force them to renounce their chosen beliefs. In some extreme cases, as with Unification Church member Toro Goto, individuals were confined against their will for a decade or more. Those abducted describe psychological harassment and physical abuse by both family members and “professional deprogrammers.” Police and judicial authorities have neither investigated nor indicted those responsible for these acts, often citing lack of evidence.

Some readers, particularly those from countries highlighted in the map above, may wonder why the report includes nothing on the United States, which has seen some local and state-level movements to expel or suppress mosques or other forms of public worship by Muslims. And it’s a fair question. Alas, the commission exists to make recommendations to the U.S. State Department, which of course does not have oversight over the United States. Still, fairly or not, U.S. representatives who seek to promote religious freedom abroad risk having their advice deflected because some Tennessee officials tried to block construction of a mosque. If nothing else, it’s a reminder that religious freedom is an ongoing process as well as a state of being.

シアトルの教会メンバーは日本の拉致監禁問題解決の為に立ち上がった!


 米国ワシントン州のシアトルは元イチロウ選手の所属していたマリナーズで日本にも良く知られる都市となったが、昔から日本との関わりが強く、多くの桜の木が贈呈された歴史もあり、毎年盛大な桜祭りが開かれている。 

その祭りでこの3年間、一人の熱い兄弟が、日本の拉致監禁問題解決のために立ち上がってくれている。彼へのインタヴューを含めて、米国統一教会のホームページに記事が掲載されたので紹介したい。

Visitors ambling at a leisurely pace into Seattle’s renowned Cherry Blossom Festival expected the sublime, and they got it, but there was also a jarring bump in the road for some. Past the gorgeous boughs, the taiko drums, the sushi deluxe, the kimonos, the origami, the exquisite bloom-arranging, and outside a bevy of booths exalting Japanese art was the paper-strewn protest table staffed by earnest-looking Unificationists. Above it a 20-ft banner screamed: “Stop Japanese Kidnappings Now!”

米国ワシントン州シアトル市での春の『桜の花フェスティバル』が開催かれました。 桜の美しさを楽しもうとゆっくりした歩みで桜並木を散歩し、イベント会場では日本の名物である太鼓、寿司、着物、折り紙、華道、そして日本の芸術を紹介するブースの群れが立ち並んでいました。その一角に『日本の拉致監禁・強制改宗をやめさせろ!』と書かれた大弾幕が掲げられて地元シアトルの統一教会信者たちがテーブルを構えて、チラシを撒き、抗議署名運動をしている姿がありました。

Protests are a skunk at the garden party of such an expo, the largest of its kind in the Pacific Northwest. The festival commemorates the gift of 1,000 cherry trees to Seattle by the Japanese government, and the spring blooms make a picture-perfect showcase for the city. Thousands come to admire Japanese culture, live performances, hands-on activities, food and games.

その様な抗議運動は、この『桜の花フェスティバル』にふさわしくないかもしれません。 なぜならばそのフェスティバルは、太平洋側北西部中のその種で最大のもので、日本政府によりシアトルへの1,000の桜の木の贈ったことの日米友好の意味を持つ記念すべき行事となるからです。

そして、また何千名もの訪問客もが日本の文化、生演奏、生活、食物、ゲームなどを紹介して日本へ観光を宣伝する場所でもあるからです。

 


Yet, on three days at the end of April, the 26th to the 28th, a resolute squad of Unification Church volunteers led by Unificationist Seattle resident Scott Dolfay walked up to thousands of festival visitors strolling by the table to stop them with a simple question, “Have you heard about the kidnapping issue in Japan?”

まだ、426日から28日の3日間、地元シアトル統一教会にスコット・ドルファイ氏が率いる信者たちに、『日本の拉致監禁。強制改宗問題に関して知っていますか?』と単純な質問を問い掛けられた多くの訪問客はテーブルに足を止めて熱心に話を聞き、署名をする姿が目立ちました。

 Most hadn’t. Yet, fact is that during the last 44 years in Japan, 4,300 or more followers of the Unification Church and hundreds of Jehovah’s Witness have faced kidnapping and illegal confinement by their families and so-called “deprogrammers” hired to coerce them to renounce their faith.

日本で過去44年間にわたり、統一教会、及びエホバの証人の4,300人以上の信者が、信仰を放棄させることを目的とし、信者の家族また、家族に雇われた反対牧師、または脱会屋によって不法な拉致監禁が行われてきたのです。

Man with a Mission(使命に燃える者)

Dolfay, a Seattle native, has made it his personal mission to protest at the Cherry Blossom Festival for three years. He mentioned to Unification News that his wife is Japanese and that their son was adopted from a family Japan as well.

スコット・ドルファイ氏はシアトルで過去3年間、この『桜の花フェスティバル』で拉致監禁問題の抗議運動を彼の個人の使命として続けてきました。その理由は、実は彼は、妻が日本人で、彼らの息子が日本人家庭からの養子だからです。

 Knowing the connection [between Seattle and Japan] and knowing that this is an important event for the Japanese government in Seattle, we decided to table here to shame the Japanese government into doing the right thing,” he said. “While they’re having all their dignitaries come by and the Japanese council come by, they can’t ignore that we’re here.”

『桜の花フェスティバルがシアトルの日本総領事に重要な出来事であることを知って、私たちは、この場での抗議運動に踏み切りました。日本政府に恥じをかかせて、正しいことをさせるように仕向けるためにだと・・・。私たちはここにいる。無視できないぞ!』と、彼は言いました。

 Dolfay and his team of eight volunteers asked passersby to sign a petition to the Japanese government demanding that Japanese authorities enforce the laws on the books that guarantee all Japanese citizens the freedom to practice their religion without fear of abduction or violent de-conversion attempts that can take years of imprisonment. Signatures are sent to the Japanese consul Consul General in Seattle with the request that she report it to the Japanese foreign ministry.

スコット・ドルファイ氏および8人のボランティアのチームは、日本国市民に保障さてる信教のの自由は憲法に書かれているだけではなく、正しく執行され、数年も及ぶような強烈な拉致監禁の恐れも無くなることを要求する日本政府への請願書を署名してくれるように通行人に依頼しました。

The persecution continues apace in Tokyo. Unification Church leaders have reported that two young members of the church in the last six weeks are suspected to have been victimized by deprogrammers. A 21-year old male senior in the College of Science and Engineering at Kanazawa University disappeared in April.  In another case, a 26-year-old Hiroshima woman has been missing since March 29, 2013. These young adults may be the latest victims of a string of kidnapping crimes in which relatives abduct and confine adults in order to force them to abandon their chosen religion and leave their spouses or fiancés.

その迫害は、東京で加速的に進んでいます。

日本統一教会側の発表によると、最近6数週間で教会の2人の若いメンバーが拉致監禁された疑いがあると報告しました。

26歳の広島の女性は2013329日以来行方不明になっており、金沢大学理工学部の21歳の男子学生が4月に姿を消しました。

巧妙な手口から親戚と脱会屋によるものだと思われる。これらの成人になった男女が、彼らの選んだ宗教を放棄させ、しかも配偶者または婚約者を引き離すと言う犯罪的行為の犠牲者かもしれません。

 Whereas three days of hard effort last year in 2012 yielded 250 signatures, Dolfay reports that his team gathered more than 1,000 this year, and upwards of 75 percent of those approached by the team agreed to sign.

今年の3日間の8人のチームの努力によって昨年2012年の250名の署名を大きく上まわる1,000を超える署名が集まったとスコット・ドルファイ氏が報告し、声を掛けた来客の75パーセント以上は、署名することに合意しました。

Impact of the Protest(抗議運動の成果)

The protest apparently has rattled festival officials. “Three years ago when I asked the festival organizers to allow our table to be part of the official event, they politely said no,” Dolfay wrote in an email. “Therefore, we became a ‘free speech event’ near them. A man that is on the organizing board that I had never met until the second day, but had communicated with through email, came to our table. He was very nice saying we have a right to protest and that what is happening to our members should be stopped,” he added.

最初の頃は、その抗議運動はフェスティバル主催者側を動揺させるものでした。

 According to the festival official, “Because of how this issue is ruining the festival, the organizers are now pushing the consulate to deal with us directly. As he sees it, it is the responsibility of the Japanese government to talk to us,” Dolfay reported.

このフェスティバル主催者によれば、フェスティバルでの人権侵害対する反応次第では、主催者側が直接日本の領事に圧力を掛ける責任もあるとスコット・ドルファイン氏が言った。

Among those who have escaped or renounced their faith, many have suffered Post-Traumatic Stress Disorder (PTSD). Thousands have endured involuntary confinement, threats of physical, psychological, social, or financial deprivation and harm. Unificationist Toru Goto, a legal adult and Japanese citizen, was kidnapped and forcibly imprisoned for 12 years and 5 months from September 1995 to February 2008.

拉致監禁から逃れ教会に戻って来た者、また信仰放棄した人々の間で、多数が外傷後ストレス障害(PTSD)を煩っている。

数千名もの被害者が意思に反して監禁され、身体的、心理的、社会的、金融剥奪の脅威に傷害を忍耐し続けているようだ。

統一教会信者である、後藤徹氏(法的な成人・日本人市民)19959月から20082月まで125ヶ月間を拉監禁されていました。

Though these cases have been reported to police authorities, only rarely do victims receive compensation or even their day in court. Authorities typically respond to reports with the excuse that this is a “family matter” and perpetrators continue with their activities unhindered.

これらの事件は警察当局に報告されましたが、訴えた犠牲者はまれにみるケースで、裁判の結果は補償どころか未だに誰も処罰されておらず、当局は、これが「家族問題」であるという弁解を備えた報告書による応答が典型的な対応となってます。よって拉致監禁事件は解決されないまま続いているのです。

I think [the kidnapping issue] is important because people shouldn’t be mistreated for their opinions,” says Unificationist volunteer Helen Downey. “People shouldn’t be held against their will for their beliefs. In democracies especially, people should be allowed to speak as they wish.”

『私は、人はは他人の意見に対し間違った扱いをすべきではない。だからこの大変重要だと思います。』と統一教会信者でボランティアのヘレン・ダウニーが言います。

 Rumiko Uezono, Unificationist and immigrant from Japan, took time out of her schedule to sit down and talk about this issue. She has lived in Seattle for 10 years. She was one of the few Japanese church members volunteering at the table. “This is a Japanese issue, but American brothers and sisters are working so hard. It makes me inspired to do this, too.”
 

統一教会信者で日本からの移民者、ルミコ・ウエゾノさんは休暇をとり活動に参加したと言う、彼女はシアトルに10年以上も住んでいます。 彼女はこのテーブルで手伝っている数少ない日本人の一人です。彼女は言いました。『アメリカ人の兄弟姉妹たちがこの日本の問題の為に一生懸命になってくれる姿に感動して、自分も立ち上がったんです。』

Dolfay was asked what pushes him to do the table every year. “I can thank the Unification Church for my family. My wife is originally from Odawara, Kanagawa prefecture, and my son is adopted from Hiroshima,” he explains. He pauses, looks out across the pavement and the crowds of people. “I want [the Japanese Unification Church members] to know we’re trying to stop it. I want them to know we’re there for them.”
